When you are underwater, all of the noises around you tend to become muted. Although you still can hear them, they are far away; a murmur in the distance. It is the same way when you are at ease, content. When you are happy, the rest of the problems seem non important, they seem very far away for one to care about them. You are in peace with yourself and with the rest of the world.
However, when you come out for air, everything intensifies. Every little sound and noise come rushing back.
The thing is, no matter how hard you try to stay underwater, you have to return to the surface to catch your breath. You need those noises for you to be alive.
But maybe, just maybe, once in a while, when catching your breath there is no one around. You learn to find peace and happiness out of water.
